From Russ in Florida

Perfect Set-Up for Cats during/after hurricane and/or evacuation: For each of our three cats we have a medium sized, collapsible cage from WalMart (about $40). These fold flat for transport/storage and have a large plastic tray in the bottom. The cage is black metal, with a door. It is the perfect size for a small litter tray and a cushion to lay on. In one we had a small box on its' side, and the cat could sleep in the box and also lay/sit on the top as an extra bit of room. While not perfect, this set up is as good as at a shelter or boarding facility. It works if you're staying in a new place or if containment has been lost in your home due to storm damage.
